US Targets Charities Linked to Hamas and PFLP in Latest Sanctions Sweep

The US Treasury Department sanctioned five charity organizations and five individuals on 10 June 2025 who were charged with financing Hamas's military and Popular Front for the Liberation of Palestine (PFLP) by financing them through humanitarian relief under cover.
Designated organizations cover the Middle East and Europe: Gaza's Al Weam Charitable Society; Turkey's Filistin Vakfi; Algeria's El Baraka Association for Charitable and Humanitarian Work; the Netherlands' Israa Charitable Foundation; and Italy's Associazione Benefica La Cupola d'Oro. Leaders like Muhammad Sami Muhammad Abu Marei of Al Weam and Zeki Abdullah Ibrahim Ararawi of Filistin Vakfi were also designated.
Also targeted was Addameer, a West Bank NGO that provides legal services to Palestinian prisoners, which the Treasury alleges has connections to the PFLP. Human rights lawyer Craig Mokhiber warned these actions put at risk "criminalizing humanitarian & human rights work.".
Deputy Treasury Secretary Michael Faulkender highlighted the need to "guard the charitable sector against terrorism by groups like Hamas and the PFLP," and reiterated continued efforts to isolate online crowdfunding and other terror finance networks.
